How young is too young for dental surgery?

I was told my 3 yr old needed general anesthesia in an OR to put caps on 4 of her baby teeth. is it really necessary to go through all this trouble for baby teeth? The cavities are visible but my child has never complained of any pain or discomfort. These measures seem extreme for baby teeth, that she will loose in a few years.

the newer breed of pediatric dentists nowadays do not recommend capping baby teeth anymore when tooth decay is in an advanced stage . they just treat patients accordingly when and if the child complains of something. these pediatric dentists, however, would highly emphasize the need to practice good oral hygiene asap to prevent the same things from happening to the permanent teeth or the other baby teeth. baby teeth with early signs or no sign of decay are treated with preventive and simple restorative procedures as the case may be.
